Alfred was born on 14 Feb 1849 in Wataga, Knox, Illinois. He grew up in Wataga and Peoria, Illinois. He married Addie Mary Cable, daughter of Ezra Cable and Martha Latimer in Berwick, Illinois, on 15 Jan 1879. Addie was born in Berwick, Illinois. Alfred and Addie had six children:

  • Sarah Latimer Phelps
  • Bertha J. Phelps
  • Salina L. Phelps
  • Richard E. Phelps

Alfred acquired the nickname "Squire" as he served as a judge for several years. He lived in Peoria, Illinois most of his life, and he rode in the Buffalo Bill's Wild West show for several years.
